Mother of two children signing on for Universal Credit

A mother and her two children have fled their family home following bouts of domestic violence.  She is now far from home in a refuge and needs to sign on to receive Universal Credit so that she can buy food for herself and her children.  Her children are ages 3 years and 10 weeks.  She has applied for Universal Credit but needs to wait for an appointment at the Job Centre so that she can confirm her identity.  Once that has happened then she can apply for an advanced payment of benefit but will need to repay that over up to 12 months.  She is still waiting for the appointment and in the meantime has nothing.  We agreed to send her £100 to help them manage until then.
