Lady returns to the UK and is unable to claim benefits

We were told about a lady who is British but has been working outside the UK in France for the past four years.  While she was away,her father died and she was subjected to a serious assault which caused  her mental health to become so bad she ended up in psychiatric care.  She has now returned to the UK, but like anyone arriving here, she has to wait 3 months before she can apply for Universal Credit.  Under the mental health act she was transferred into British psychiatric care here in the UK and is now able to live independently in temporary accommodation.  However she has no money to buy food or toiletries, and also her fathers ashes are awaiting her to collect them at a funeral directors at the opposite end of the country (she would need to travel there to collect them.)  We agreed to send her £150 as she will have to wait for the UC claim, and even once that is in place it will take time for it to be put into payment.
